Development of Professional Standards in Rosneft

A professional standard is a characteristic of the qualification required for an employee to perform a certain type of professional activity, including the fulfillment of a certain job function (Article 195.1 of the Labor Code of the Russian Federation).

Professional standards are the key element of the national qualification system and are designed to ensure the interaction between the labour and vocational education sectors.

Rosneft organized the development (updating) of professional standards for the essential types of professional activities in the oil and gas industry.

The Company Group Subsidiary – Limited Liability Company RN-Yuganskneftegaz (hereinafter RN-Yuganskneftegaz) was engaged as the Contractor for professional standards development (updating).

We invite the expert community and citizens to participate in the discussion of draft professional standards.

Development (updating) of professional standards

In 2019-2025 the Ministry of Labour and Social Development of the Russian Federation approved 13 professional standards developed (updated) by Rosneft:

1. Professional standard "Oil and Gas Field Equipment Repairman" (development of a new standard), approved by the Order of the Russian Ministry of Labour No. 496n of 15.07.2019;
2. Professional standard "Process Pump Operator in the Oil and Gas Industry" (development of a new standard), approved by the Order of the Russian Ministry of Labour No. 499n of 18.07.2019;
3. Professional standard "Pumping Station Operator for Injecting Working Agent into the Reservoir" (development of a new standard), approved by the Order of the Russian Ministry of Labour No. 542n of 31.07.2019;
4. Professional standard "Well Workover Driller" (updating the professional standard "Well Workover Driller"), approved by the Order of the Russian Ministry of Labour No. 792n of 17.11.2020;
5. Professional standard "Worker for Repair and Maintenance of Surface Equipment for Oil and Gas Drilling Rigs" (development of a new standard), approved by the Order of the Russian Ministry of Labour No. 793n of 17.11.2020;
6. Professional standard "Well Workover Hoist Operator in the Oil and Gas Industry" (development of a new standard), approved by Order of the Russian Ministry of Labour No. 794n of 17.11.2020;
7. Professional standard "Mechanic of Process Units in the Oil and Gas Industry" (updating the standard "Mechanic of Process Units"), approved by the Order of the Russian Ministry of Labour No. 201n of 31.03.2021;
8. Professional standard "Worker of Process Units (Devices) in the Oil Industry" (updating the standard "Operator of Process Units in the Oil Industry "), approved by the Order of the Russian Ministry of Labour No. 731n of 19.10.2021;
9. Professional standard "Oil and Gas Well Workover Specialist" (updating the standard "Oil and Gas Well Workover Specialist"), approved by the Order of the Russian Ministry of Labour No. 745n of 21.10.2021;
10. Professional standard "Operator of Oil and Gas Drilling Rigs" (development of a new standard), approved by the Order of the Russian Ministry of Labour No. 393n of 05.07.2022;
11. Professional standard "Reservoir Pressure Maintenance Operator" (updating the professional standard "Reservoir Pressure Maintenance Operator"), approved by the Order of the Russian Ministry of Labour No. 631n of 06.10.2022;
12. Professional standard "Specialist in Chemical Processing of Oil, Gas and Chemical Raw Materials" (updating the standard "Specialist in Chemical Processing of Oil and Gas"), approved by the Order of the Russian Ministry of Labour No. 490n of 23.09.2024;
13. Professional standard "Drilling Supervisor in the Oil and Gas Industry" (updating the standard "Drilling Supervisor in the Oil and Gas Industry"), approved by the Order of the Russian Ministry of Labour No. 228n of 14.04.2025.

Currently, the Russia Ministry of Labor and Social Protection is considering 2 draft professional standards:

1. Professional Standard "Hydraulic Fracturing Worker" (development of a new standard);
2. Professional Standard "Specialist in maintenance and repair of oil and gas field equipment, equipment for oil and gas processing and petrochemical facilities" (updating the standard "Specialist in maintenance and repair of oil plant equipment").

Currently, the following documents have been developed and approved by the Oil and Gas Industry Professional Qualifications Council and are prepared for submission to the Russian Ministry of Labor:

1. Professional standard "Mechanic for instrumentation and automation of the oil and gas industry" (development of a new standard);
2. Professional standard "Mechanic for instrumentation and automation of the oil and gas industry" (development of a new standard);

Rosneft plans to develop the 1st professional standard in the period 2025-2026:

1. Professional standard "Well Repair Supervisor in the Oil and gas Industry" (development of a new standard).
