Novokuibyshevsk Refinery
Novokuibyshevsk refinery in the Samara region is part of the Samara group of refineries acquired by Rosneft in May 2007. The refinery started operations in 1951. The plant pioneered the production of a variety of petroleum products in Russia, including jet fuel, space oils, motor oils, etc. With the expansion and upgrade of core production facilities in 1959—1965, a number of innovative petrochemical processes were introduced at the plant. Later on, during 1971—1975, the refinery underwent a complete upgrade and renovation. In 1996—1997, the plant implemented another flagship project aimed at modernizing its catalytic reforming units. As a result, the refinery switched to producing unleaded gasoline only.
The crude distillation capacity of Novokuibyshevsk refinery is 8.0 mln tonnes (58.5 mln barrels) per year. The refinery processes West Siberian crude (produced by Yuganskneftegaz) as well as feedstock from Rosneft’s oil fields in the Samara region. The plant’s deep conversion facilities include catalytic cracking, delayed coking, catalytic reforming, and kerosene and diesel fuel hydrotreatment units; bitumen production and gas fractioning units; and gasoline blending facilities. Thanks to well developed secondary processes the plant has an average refining depth of about 77%, currently a record high for the Samara group. Novokuibyshevsk Refinery produces quality fuels for all types of motor vehicles, lubricating oil components, bitumen, coke, and petrochemicals. Prior to its acquisition by Rosneft, Novokuibyshevsk Refinery processed substantial volumes of the Company’s crude oil under tolling arrangements.
The Novokuibyshevsk refinery processed 7.37 mln tonnes (53.9 mln barrels) of crude oil in 2008, unchanged from 2007. But refining of Rosneft crude oil at the refinery rose by 19.0%, since the refinery was only acquired by the Company in the first half of 2007. Production of marketable petroleum products (including production by the Novokuibyshevsk oils and additives plant) was 6.91 mln tonnes, and refining depth was 77.0%. Measures were implemented at the refinery in 2008 to reduce irrecoverable processing losses and fuel consumption, thanks to which processing losses were reduced to 1.3% of total refining volumes (from 1.5% in 2007) and fuel consumption declined from 8.1% to 7.9%.

Refinery Upgrade
In 2007, the plant switched to more efficient hydrotreatment catalysts that allow production of diesel fuel in compliance with European standards. To reduce operating costs and increase output, the refinery upgraded its power generating facilities to run on natural gas. In addition, the plant launched production of road bitumen that can withstand repeated cycles of seasonal temperature changes.
In 2008 modules for immixture of additives to fuel and a hydrogen concentrator were installed at the refinery. This will enable significant increase in output of diesel fuel complying with modern environmental requirements from 2009.
A review of the configuration of the Novokuibyshevsk refinery was carried out to take account of the new Russian technical regulations for fuel quality, and a schedule was fixed for upgrading existing production and installing new facilities. A new catalytic reforming complex is to be built at the refinery, the existing isomerization unit will be rebuilt and a second set of isomerization facilities will be added. This will enable full changeover to production of automotive gasolines that meet Euro-3 and Euro-4 standards. A hydrocracking facility will also be built and the delayed coking unit is to be rebuilt, which will increase refining depth and allow production of Euro-4 and Euro-5 diesel. After the modernization works have been completed, outdated and depreciated catalytic cracking and reforming units will be decommissioned.
Capital expenditures of the Novokuibyshevsk refinery totaled USD 54 mln in 2008.
