Angarsk Refinery
The Angarsk refinery was commissioned in 1955 and acquired by Rosneft in May 2007. The refinery ranks among the largest Russian oil processing plants and is a major petroleum product supplier in Siberia and the Far East.
The plant’s crude distillation capacity currently amounts to 11.0 mln tonnes (80.5 mln barrels) per year. Angarsk Refinery processes West Siberian crude oil delivered via the Transneft pipeline system. Prior to its acquisition by Rosneft, Angarsk Refinery processed substantial volumes of the Company’s crude oil under tolling arrangements.
The plant’s conversion facilities include catalytic cracking, delayed coking, reforming, gasoline and diesel fuel hydrotreatment, and bitumen production units. Angarsk Refinery benefits from extensive use of secondary processes and currently has a relatively high refining depth of over 75%. The plant produces more than 200 types of petroleum products, including gasoline, diesel fuel, jet fuel, as well as bitumen, coke, and oils of various grades. Petroleum products from the refinery are sold in the domestic market and exported to 14 countries worldwide. The refinery also provides 600–700 thousand tonnes of naphtha annually as a raw material for the thermal decomposition unit of the Angarsk polymer plant, which produces a wide range of petrochemical products, and is owned and operated by Rosneft.
The Angarsk refinery processed 69.7 mln barrels (9.53 mln tonnes) of oil in 2008, which is 3% more than in 2007. The amount of Rosneft oil refined at Angarsk increased by 51.4%, which is due to the refinery having been acquired by Rosneft in the first half of 2007. A total of 8.67 mln tonnes of saleable products were produced during the year (including production of the Angarsk polymer plant), and refining depth was 78.1%. Work to minimize irrecoverable processing losses and fuel consumption gave reductions of the former from 1.37% in 2007 to 1.21% in 2008, and reduced the latter from 7.23% to 7.12% as a share of total refining volumes.

Refinery Upgrade
Following the plant acquisition in May 2007, Rosneft took control over further upgrading its production infrastructure. In the framework of commencing production of Euro-3 gasoline and diesel fuel, in 2007, the refinery completed the upgrade of a catalytic cracking facility, a diesel fuel hydrotreatment facility, and a facility for hydrotreatment of catalytic cracking gasoline. In addition, the lubricants blending unit was upgraded, which significantly enhanced lubricants production processes.
A modernization program was devised for the Angarsk refinery in 2008 in order to comply with the new Russian technical regulations on fuel quality. Scheduled commissioning of an isomerization unit, which is currently under construction, was brought forward, and projects were initiated to build units for alkylation and hydrotreatment of diesel fuel. Construction of an aggregate for immixture of additives approached completion in 2008, as did reconstruction of a sulphuric acid production unit and a unit for production of hydrogen.
Equipment to be installed at the refinery also includes units for hydrotreatment and etherificaton of catalytic cracking gasoline, as well as a unit for production of methyltretbutyl ether (MTBE). Implementation of these projects will enable production of high-quality fuels meeting Euro-4 requirements.
Capital expenditures of the refinery in 2008 were USD 83 mln.
