Achinsk Refinery

Achinsk refinery is the only major refinery in the Krasnoyarsk territory, and is a key petroleum product supplier to the neighbouring regions. The plant was acquired by Rosneft in May 2007. The refinery’s crude distillation capacity equals 51.2 mln barrels (7.0 mln tonnes) per year. Achinsk Refinery processes West Siberian crude delivered via the Transneft pipeline system. The plant’s deep conversion facilities include catalytic reforming, jet and diesel fuel hydrotreatment, bitumen production, and gas fractioning units. The refinery specializes in the production of motor and jet fuels. Overall, Achinsk Refinery produces more than 100 different grades of petroleum products. The plant’s outputs are primarily distributed in the Krasnoyarsk territory and in the neighbouring regions. A portion of petroleum products produced by Achinsk Refinery is exported. Prior to its acquisition by Rosneft, Achinsk Refinery processed substantial volumes of the Company’s crude oil under tolling arrangements.

As with many other Siberian plants, Achinsk Refinery is relatively new. The plant construction began in 1972, and ten years later, the first petroleum products were produced. In 1993, a comprehensive plant modernization program was launched, which allowed significantly increasing crude throughput as well as diversifying the product mix and improving its quality.

The Achinsk refinery processed 51.9 mln barrels (7.10 mln tonnes) of oil in 2009, which is 4.8% more than in 2008. The growth reflects changeover of the refinery to a two-year operating cycle. Output of saleable products in 2009 was 6.79 mln tonnes and refining depth was 62.6%. Capacity load was in excess of 100%. The Achinsk refinery produces the largest quantity of Euro-3 and Euro-4 gasolines among all Rosneft refineries thanks to an isomerisation unit, which was commissioned in December 2007.

Refinery Upgrade

In 2007, the plant commissioned a facility for low-temperature isomerization of the light gasoline fraction with a total annual capacity of 300,000 tonnes, which made Achinsk the first Rosneft refinery to start commercial production of automotive gasoline to Euro-3 and Euro-4 standards.

Commissioning at the end of 2008 of a unit for utilization of hydrogen sulphide and production of granulated sulphur will help to reduce the refinery’s environmental impact.

A comprehensive development project was underway at the Achinsk refinery in 2009 to increase light product yield and ensure compliance with the government’s regulations on fuel standards. The aim is to make refinery outputs compliant with Euro-5.

The project includes construction of delayed coking and hydrocracking units, a second stage of the isomerisation unit, as well as a reforming unit, which will replace that currently in operation. Design and preparatory work was carried out in 2009.
